Thanks for the help, I was able to get the sfc running in safe mode and found that this:

Could someone be so kind as to upload this file somewhere (Windows 8.1 32bit) where I might be able to download it? Please run an sfc yourself first to make sure your file is OK.
Yes, you need a keyboard connected to enter the bitlocker code and then in safemode itself. I didn't have a mouse connected but I manged with using some of the keyboard shortcuts.
